Notifications: RED status notification

This feature has been released as part of UTM 9.1. Enjoy!
We have added VPN tunnel Up/Down notifications and included RED devices as part of this handling. While there is a separate feature on the portal for that. RED device monitoring is generating some questions so I’ll leave this feature un-merged and track it separately for others to see.

It better to know ahead when RED tunnel goes down, before branch users will call you
Same as ASG has now for Internet uplink (Primary Internet uplink) notification -

Yes, this should be treated just like a site-to-site tunnel for notification purposes.

Because ist is not possible to monitor the RED by the network interface it iost important to get an eamail of status
